The struggle initiated by the Collectif Citoyen des Usagers de l’Autoroute à Péage (Citizen’s Collective of Toll Highway Users) has created a need to deepen the action through an in-depth study that allows for advocacy and citizen control. The support of the think tank Leadership, Ethics, Governance and Strategies for Africa (LEGS-Africa), with technical and financial support from the Heinrich Böll Foundation, contributes to this.
It is with the perspective of broadening the reflection on the governance of road infrastructures in general that LEGS-Africa has carried out this « Socio-economic and environmental study of the operation of the Dakar-Diamniadio-AIBD toll highway » at the level of the users and the impacted communes, in order to reinforce the action of the CCUAP. Indeed, the toll highway, which has displaced more than 41,000 people, caused the downgrading of part of the classified forest of Mbao, crossed flood zones, also raises several problems related to the safety of users and residents, the disruption of social and animal life in the area crossed, noise and air pollution, etc. In addition, since the beginning of the operation of the infrastructure, the population has not been properly informed about the financial and economic benefits, about employment, and the municipalities within the concession area have not received any tax benefits. There is a crisis of confidence between users and the operating company SECAA SA. The users of the infrastructure find that the current tariffs are exorbitant, while the bulk of the investment is borne by the taxpayer.
