In a profoundly contradictory world situation, it must allow us to: redefine an alterglobalist proposal corresponding to the new situation; understand the new contradictions of the world system; start from the movements to resist, define alternatives, and build a new project of emancipation.

Taking into account a contradictory world situation

The shock of the pandemic and the climate has accentuated the shocks of the financial and political crisis of 2008, which had resulted in an austeritarian evolution of neoliberalism, combining austerity and authoritarianism. The economic and financial, social, ecological, democratic, ideological and geopolitical contradictions are reaching a historically unknown level.

The situation is deeply contradictory at the global level and in many countries, as the chaotic situation in the United States has again illustrated. Austeritarianism risks evolving into dictatorial neo-liberalism, with identity and security ideologies, carried by social strata that the fear of decline and insecurity make swing towards the extreme right, leaving room for fascist militias. Virulent nationalisms are on the offensive, dictatorial regimes are multiplying and more than a billion people live in war-torn regions. On the other hand, profound movements demonstrate a desire for radical change: the women’s movement challenges age-old relationships; the climate emergency movement explodes certainties about the conception of development based on productivist growth; the movement against racism and discrimination, following the example of movements such as Black Lives Matters, Brazilian Afro-feminists, and indigenous peoples, highlights unfinished decolonisation.

Redefining an alterglobalist proposal

We are in a period of rupture marked by the loss of resilience, by the loss of the capacities of resistance and adaptation, of the world system. To eminently global issues, climate, pandemics, migration, wars, production, the responses have been national and state-based, and ideologically, nationalisms are on the offensive. The WSF 2021 will take its part in these recompositions and in the strengthening of international alterglobalization mobilizations.

The international and continental networks of movements have sought to respond to this situation and to renew themselves. Thematic social forums (social and solidarity economy, migration, education, commons, etc.), regional forums (Amazonia, Maghreb, West Africa, etc.) and national forums (Iraq, Nepal, India, etc.) have been organised.
and national (Iraq, Nepal, Palestine, …).

The first objective of the WSF 2021 is to start from the international networks of movements that are recomposing themselves in order to reinvent an international and global dimension, to participate in the definition of the next phase of alterglobalism in relation to the crisis of globalisation.

Understanding the new contradictions of the situation

It is a question of taking into account the new system of contradictions that defines the possible solutions, the dangers and the opportunities.

The economic and social contradictions, and in particular the contradictions within capital between the GAFAMs and the extractivists, the precariat and the fear of downgrading accentuated by the pandemic, the explosion of inequalities and discriminations, the awareness of new rights, the legitimacy of public action and public services, etc.

Ecological contradictions, and in particular climate and biodiversity, awareness of the climate emergency, the meaning of deadlines and finite time, the meaning of collapse in civilisation crises, etc.

Gustave Massiah, dit « Gus », est une des personnalités
centrales du mouvement altermondialiste.

The political contradictions and in particular the distrust of politics, the refusal of corruption and the fusion between the political and financial classes, the distrust of delegation and representative democracy in democratic forms, the specific and strategic place of gender, racism and discrimination, the refusal of insecurity and police violence, …

Ideological contradictions and in particular the battle against the cultural hegemony of neo-liberalism and capitalism, individual and collective freedoms, multiple identities, insecurity and the instrumentalisation of terrorism, nationalisms, the redefinition of universalism, etc.

Geopolitical contradictions and in particular multipolarity, the rise of Asia, international institutions, the second phase of decolonisation after the independence of states, wars, nuclear energy, etc.

The end of neo-liberalism and in particular the possible overcoming of capitalism, the possible unequal modes of production, the new social classes, the evolution of states, transitions and alternatives to capitalism in transitions, …

Starting from movements to resist, defining alternatives, building a new project of emancipation

The alterglobalist strategy will be defined by the social and citizens’ movements on the basis of the definition of their strategy. A common international strategy will emerge when each movement defines its strategy and the international dimension of this strategy.

To give an example of what a strategy means for a movement, let’s take the example of the peasant movement. La Via Campesina, which is the most numerous movement today, has built itself on its strategy: peasant agriculture against agro-industry, food security, organic agriculture and the refusal of GMOs. It has also defined its alliances with the trade union movement, with women’s movements, with environmentalists and with indigenous peoples.

The main social movements that make up the alterglobalization movement today are: the workers’ and employees’ trade union movement; the peasant movement; the women’s movement; the environmental movement, and in particular the climate emergency movement; the indigenous peoples’ movement; the movement against racism and discrimination; and the inhabitants’ movement.

To these should be added the movements that fight for rights on a thematic basis: the health movement; the education movement; the social and solidarity economy movement; the movement for the commons; the free media movement; the movement for municipalism and the right to the city; the science and democracy movement; the anti-nuclear movement; the anti-war movement; …

Forums were also organised to define strategic alliances: forums of local elected representatives, parliamentarians, scientists, magistrates and lawyers,

We should also mention the continental and global marches: the Jai Jagat march that started in New Delhi and ended in Geneva and was momentarily interrupted by the COVID in Armenia; the migrant marches; the land and water caravans in West Africa; the Zapatista march to the five continents.

IPAM, 7 January 2021 The stakes of the World Social Forum 2021[1] are considerable.
